Zingonia mirrors the outcome of industrial crisis in urban areas of Italy. The process is a useful tool to contain and elaborate ethnic and moral conflicts that originate from illegal adaptations. Low-threshold services are part of damage control policies when defining the subject of penal, police, media and sanitary control.
