ABSTRACT

This chapter reviews the Four-Party Talks in the late 1990s, the origin of the forum for the Korean Peninsula Peace Regime (KPPR). The Korean peace regime forum would focus on peace regime building, whereas the SPT agenda relates more to denuclearization in Korean peninsula, normalization of the diplomatic relations between US-DPRK and Japan-DPRK, cooperation on economic and energy matters and peace and security issues concerning Northeast Asia. The end of the Cold War, symbolized by the collapse of the Berlin Wall, had a tremendous impact on the Cold War structure on the Korean peninsula. Establishing a peace regime in the Korean peninsula is a dynamic process that requires intense negotiations and confidence building measures concerning political and military matters among two Koreas and the US Pyongyang has frequently demanded talks for a peace treaty ahead of its long-awaited bilateral dialogue with the Obama administration.
