ABSTRACT
Given the increasing tendency to consider religious neutrality to be one of the necessary characteristics of contemporary democratic states, defining the notion of state neutrality becomes crucial to any discussion of the relationship of religion to the state. From a pan-European perspective, the first approach is a negative one – that is, to define what state neutrality is not.
