ABSTRACT

This chapter aims at examining the Rabat Plan of Action on the Prohibition of Advocacy of National, Racial or Religious Hatred that Constitutes Incitement to Discrimination, Hostility or Violence (Rabat Plan of Action) and the Istanbul Process on the Follow-up and Implementation of the Human Rights Council Resolution 16/18 entitled ‘Combating Intolerance, Negative Stereotyping and Stigmatization of, and Discrimination, Incitement to Violence and Violence against, Persons Based on Religion or Belief’ (Istanbul Process), and the extent to which both processes are effectively contributing to combating advocacy of religious hatred that constitutes incitement to discrimination, hostility, and violence. The chapter contends that the two processes should be analyzed and examined in the light of the quest for wider implementation strategies for combating religious hatred. Hence, the two processes can be seen as complementary and mutually reinforcing.
