ABSTRACT

An early decision was that the best chance of success of meeting the targets was to radically improve Torquay Library. During 2003 an opportunity arose for Torbay Library Services to submit a target under the Local Public Service Agreement (LPSA) between Torbay Council and the government. The first task was to appoint a project manager for the library service to oversee the two projects and a member of the management team was appointed. The second task was to convene a group of library staff who would develop the ideas for the refurbishment. With regard to the refurbishment we had two main aims in mind, the first being to obtain maximum value for money and benefit for the customers and the second was to realize a refurbishment that would sympathize with, rather than ignore the magnificent 1930s Art Deco style building. Research was conducted into possible Art Deco colour palettes as the palette suggested by Remploy was quickly rejected.
