ABSTRACT

In 1975, Indonesia illegally invaded East Timor, a Portuguese colony that had been declared a non-self-governing territory within the meaning of Chapter XI of the United Nations Charter. During the 24-year occupation, there were widespread occurrences of war crimes, killing, famine, torture, rape, violations of the rights of children and other crimes against humanity. The people of East Timor suffered perhaps the largest loss of life relative to total population since the Holocaust.1
