ABSTRACT

This chapter discusses the type and characteristics of new forms of governance in the climate policies of Danish municipalities. The development of local climate strategies and policies is analysed from two perspectives: the shift of governance forms and the transition of socio-technical systems. The chapter analyses the strategies and processes of a few of the frontrunners and discusses the role of municipalities in the development of low carbon societies, focusing on the Danish conditions and transition of socio-technical systems. A number of regional and local authorities show promising creativity and new modes of governing in their efforts to build capacity, support of experiments in socio-technical systems, and to track new pathways of low carbon economy and climate mitigation. Climate and energy efforts and the new governance forms of municipalities developed in the energy housing field have to be seen as part of a transitional process, where local socio-technical systems are reconfigured.
