ABSTRACT

This chapter presents positive and inductive probation approaches and lays its specific emphasis on the issue of locational determinants. The case study was of Shanghai International Car City and most of the main evidence and relevant data come from field investigation of the City, local authority reports and governments websites. The third form of car-making producer services industry in Shanghai has been generated on the backdrop of the globalization process of the world economy and China's accession to the WTO. Therefore, it becomes China's key market and one of the important distribution centres and providers in the Asia Pacific Ring for car-trading and other modern services, symbolizing the formal rise of the third form of the car-making producer services industry in China. Using experience from western countries, development of the third form of the car-making producer services industry in general, and the Car City in Shanghai in particular, will certainly exert positive effects on other aspects of the local economy.
