ABSTRACT

Territorial Integrated Evaluation (TIE) aims to work out an overall framework of shared principles and criteria for planning territorial development scenarios in Trentino. This would be a framework to refer to when proposing cooperative agreements and stabilizing existing ones, and when defining satisfying and profitable aims for all the stakeholders involved in decision-making. TIE necessarily overturns the classic paradigm of evaluation, where the evaluation depends on the values', assuming on the contrary that the values depend on the evaluation'. The process of TIE in designing territorial planning scenarios for retail settlement policies is accompanied by the procedures of legally mandated evaluation. TIE suggests the use of qualitative evaluation techniques that will flank the consolidated assessment procedures with a process of scenario construction. The aim of TIE is to consolidate and progress beyond the first level of consensus, assuming that the decisions about new retail development should be the outcome of a certain level of consensus.
