ABSTRACT

This chapter discusses the needs for new knowledge and technical skills expressed by the Autonomous Province of Trento (APT) when began research programme, to determine guidelines for innovating provincial planning. It focuses on potential factors leading to cooperation of provincial territories in Trentino, those that can best support the creation of territorial systems of scenario that include various Valley Communities (VCs). The Territorial Units of Cooperation (TUCs) do not take the place of the VCs, but are ready to go into action when local actors begin to start them up. The integrated evaluation of land-use, landscape and retail enabled planners to define the principles for the designing of scenarios. To support the designing of systems of scenarios, the APT adapted the criteria of the Territorial Integrated Evaluation (TIE) methodology, transforming them into new rules for the governance of the VC retail territories.
