ABSTRACT

Methodologically, four action-oriented systems were considered in the reconstruction: the socio-cultural system, the political-administrative system, the economic system, and the natural system. The strong vision of a high-speed railway connecting the south of Sweden to the continent was anchored in a set of modern values, such as economic and social development, future, technology, but also the environment. Law, as the system of norms that supplies models for how to come to an agreement or to issue an obligation, is not the same law that is used to compensate social differences or to regulate modern techno-ethical issues, such as sustainable development. The main point is that the manifest normativity is expressed through social and legal norms, together with the normative practices of social and legal norms. The conclusion was that the momentum was based in a strong alliance between values, politics, economic conditions and technical systems.
