ABSTRACT
The chapter reports the findings of an in-depth interview with key actors which aimed to explore the challenges and barriers to implementing integrated urban water management in South Australia. The project team surveyed 55 key actors, including senior urban water managers and planners from various stakeholder groups in both the public and private sectors. The challenges and barriers identified by the key actors include institutional fragmentation, unclear ownership and access rights, unclear roles and responsibilities, and a lack of an integrated framework. It is important to note that most of the identified challenges and barriers are related to the ‘new’ water sources i.e. treated stormwater, recycled wastewater, and desalinated water. It is beyond the remit of project to specify tangible strategies to overcome these challenges and barriers; however, the chapter provides recommendations for potential solutions which will assist urban water managers and strategists to develop better-targeted legal, policy, and institutional programmes.
