ABSTRACT

This chapter examines the way in which the increase in numbers of care workers has been produced and the main outcomes with respect to care workers under the new long-term care insurance (LTCI) in Korea. It focuses on the marketization of care, service delivery systems, and the overall evaluation of the Korean LTCI, which were conducted through literature review or qualitative research methods. The chapter explores existing literature on care workers and LTCI in Korea. It presents the modernization of Korean society and the new social risks associated with this. The chapter also examines the old and new LTC systems. It also presents the achievements and challenges in developing a new care workforce able to meet the demands of the LTCI system. The chapter suggests that more active policies to tackle the problematic situations of care workers should be implemented, such as higher payment and opportunities for career advancement for care workers in the Korean context.
