ABSTRACT

This chapter focuses on exploring the Bakassi dispute as a case study in the application of preventive diplomacy by the United Nations to prevent the escalation of a dispute. it discusses the preventive diplomacy efforts by the United Nations after the Bakassi Decision, this was an example of the flexible and creative tool of preventive diplomacy. A separate agreement for the purpose of working out modalities for the withdrawal of Nigerian troops from the Bakassi Peninsula was not in the original concept of implementation of the judgment. The Agreement established a Follow-up Committee with the mandate to monitor its implementation with the assistance of the United Nations Observers of the Mixed Commission. The Follow-up Committee and the UN Observer Team of the Cameroon - Nigeria Mixed Commission harmonized a unified visit each time a visit was to be made to the affected area.
