ABSTRACT
Chapter 4 explained how coverage determinations are made under Section 203. In July 2002, the Director of the Census Bureau issued a notice of determination identifying the jurisdictions covered by Section 203. 2 Those determinations are important for several reasons. As of 2009 , they are the most recent determinations available. Congress considered evidence from jurisdictions covered under those determinations when reauthorizing Section 203 for another 25 years (Chapter 7 ). The 2002 Determinations provide a wealth of data showing the need for assistance and the impact of the existing triggering formulas on coverage.
