ABSTRACT

This chapter focuses on Northwest Russia, particularly the Murmansk Region. It applies the concept of multilevel governance to illuminate the development of the governance framework of fishery in Northwest Russia during the last two decades. The chapter begins with an analysis of the general situation in Russia in regard to the development of the national mode of governance during the last decade. It analyzes the development of the governance framework of fishery in Northwest Russia during the last two decades, applying the concept of multilevel governance. The chapter draws on the contributions and reports of other researchers, as well as publications from regional and local newspapers. It suggests that the broader view of multilevel governance can be applied in the Russian case. The chapter draws on the story of Teriberka, one of the fishing villages in the Murmansk Region, to understand whether and to what extent local self-governments of fishing villages in Northwest Russia have been involved in fishery governance.
