ABSTRACT

This chapter briefly examines the main policy issues related to the prospects of the Common Agricultural Policy (CAP) post-2013. Still premature in terms of concrete proposals, the future direction of the CAP has nonetheless already generated a lively public debate, which in essence centres around two basic questions - do we need the ‘P’ and more importantly the ‘C’ in the CAP, and even if we do (most still agree to the need for an EU-wide policy) do we need its present two-pillar structure?
