ABSTRACT

The creativity of people and professionals in culture, education and business of a certain society is capable of making quick changes and responding to new challenges. Direct networks among governments on a horizontal plane, institutions and education systems as well as non-governmental organizations (NGOs) can plug a lot of gaps in the culture and creativity sector and bring connectivity with other sectors such as business, health and education. Urban art projects have involved the public and artists to renovate their living space. This cultural activity is clearly dealing with aesthetics and creativity. The United Nations Conference on Trade and Development (UNCTAD) has introduced the topic of the 'creative economy' into the world economic and development agenda. The modern cities have a big advantage in mixing different cultures. A cosmopolitan city is a model of a city where there is a constant dialogue. In these cities one of the important functions is local governance and management.
