ABSTRACT

Who can join the European Economic Area (EEA)? In the context of the European Neighbourhood Policy (ENP), this question may seem odd, as the countries that are members of the EEA are mostly seen as being very different from those covered by the ENP. The two concepts are, therefore, supposedly not comparable, and, in the view of some, other countries than the current members of the European Free Trade Association (EFTA) are seen as neither in a position nor welcome to join the EEA. This chapter examines whether this view is true, or whether the first question has some merit, and, if so, to what extent.
