I am highly honored today to be asked to participate in this international conference, called to discuss the subject of “A new epoch of ethical leadership that meets challenges and creates opportunities.” I extend my appreciation to the coorganizers of the conference, the Independent Commission Against Corruption (ICAC), and the Civil Service Bureau of the Hong Kong Special Administrative Region.
