ABSTRACT
In 1991, Colombia went through a comprehensive change of legislation that was consolidated with the adoption of a new Constitution.1 Since then, Colombia is recognised as a social State, which means that the State plays a key role in the protection and promotion of economic and social well-being of its citizens.
