ABSTRACT

Introduction One of the more interesting consequences of emerging digital technologies is the way in which these technologies are changing the relationship between the individual and the nation state. Complex digital networks and the propensity of governments to connect their infrastructures through the public Internet have enabled individuals to interact in expected and normative ways such as communicating with government officials, voting online, gathering information about government regulations and policies and obtaining services from government entities. However, more importantly these technologies have also provided windows of opportunity for individuals to engage in non-normative activities that compromise or damage these systems and networks. Some of these non-normative online activities could be classified as criminal in nature, while others might be classified as instances of espionage or even acts of war.
