ABSTRACT

The experience of the Arab League and the efforts indicate that a number of Arab governments accepted support and involvement in aspects related to democracy building in a modest and gradual manner or when they were facing what they considered an even bigger threat, or when the Arab League was seen as a less threatening course of action. Furthermore, a number of proposals and ideas presented by the Secretariat of the Arab League were accepted and adopted by member states. Regional organizations, including the Arab League, are usually criticized and accused that their involvement in democracy building is reactive and not proactive. A number of initiatives were presented by the Secretariat of the League to Arab governments and a number of activities related to democracy. Reform efforts of the Arab League during the last decade have included a plan to integrate civil society organizations in the activities of the Arab League.
