ABSTRACT

This chapter evaluates the extent to which the existing tribal system could help foster a healthy democratic system in Yemen and enhance key democratic norms, specifically: the rule of law, accountability in governance, and internal security. A core element of success for Yemen's transition will depend on the ability to affect substantive decentralization and for the government to deliver greater accountability for its services to the Yemeni people at all levels. The formal, centralized state in Yemen has never had the ability to extend its reach far enough to provide a comprehensive justice system with sufficient courts, judges, and staff throughout the country. While establishing a comprehensive security framework that extends throughout Yemeni territory will take considerable strategic vision and some serious security governance reforms, financial resources, and training, it is an essential step for effective governance and a successful peace-building process.
