ABSTRACT

This chapter focuses on the case of anti-infrastructure mobilisation in Germany and includes separately data from the eastern and western parts of Germany. It also focuses on the activities of citizen action groups with reactive demands in the implementation phase of infrastructure projects. A systematic comparative analysis should also consider the amount of consensus between political representatives on the different levels of the political system, the different regulation processes regarding different kinds of infrastructures, and the varying amounts of formal and informal participation options. In the case of infrastructure projects, the political system offers several opportunities of collaboration provided by official channels of representation like compulsory hearings where citizens have the right to make comments and enter objections. N. Crossley suggested adding the concept of mass media opportunity structures in order to better understand the various opportunities and constraints that protest actors face.
