ABSTRACT

Beijing perceived the 2014 democracy movement in Hong Kong as a threat. If a perceived threat to regime survival leads China to countervail US and EU democracy promotion, we should be able to observe this in Hong Kong. Indeed, the case of Hong Kong demonstrates that Beijing does seek to stifle US and EU democracy support when it has reason to worry about democratic spillover; notably, this is true even though post-1997 US and EU democracy support toward Hong Kong has been limited to regular monitoring, carefully worded public statements, and modest technical and financial support.
