So far this is clearly the most direct and unintended effect of Russia’s policies. At the same time, by supporting breakaway regions, Russia has also undermined Ukraine’s and Georgia’s “effective power to rule”,63 thereby indirectly affecting their capacity to conduct reforms, including democratization.
