ABSTRACT

This chapter presents a detailed analysis of party regulation in post-communist Lithuania, and explores the content, the development and the effects of legislation on political parties and financial regulation. It examines the constitutional framework of party regulation, including the rulings of the Constitutional Court. The chapter summarizes the changes in the Lithuanian party law from 1990 to 2013. It also explores the regulation of party finances and political campaigns. The chapter also examines the impact of party regulation on the development of party system in Lithuania. The scope and the content of the constitutional regulations of political parties vary substantially among European democracies, and they were shaped to a great extent by historical context within which constitutions were designed. In the Lithuanian party law, there are no regulations regarding the internal structure of political parties, except the prescription that an organisational structure should be based only on the territorial principle.
