ABSTRACT

Historically, policy advocacy has been a key function of the social work profession (Mosely, 2013), shaping American policy (Boris & Krehely, 2002) and linking community members with the public sphere (Frumkin, 2002). Social workers have an obligation to engage in policy advocacy (NASW, approved 1996, revised 2008), especially for those who are human service administrators, given that policy advocacy plays an important role in improving the social conditions of those seeking human services (Rome & Hoechstetter, 2010).
