ABSTRACT

This chapter identifies the historically specific characteristics of state-business relations in Azerbaijan through the lens of Turkish businesspeople, with a particular emphasis on the question of corruption. The Turkish business people provided on corruption in Azerbaijan should also be preserved when considering the anti-corruption agenda pursued by the so-called international community. The chapter explains the changing conditions of doing business in Azerbaijan on the basis of the experiences of the Turkish business people since 1991. It explores the political implications of the neoliberal discourse on corruption in Azerbaijan within the context of the broader process of the establishment of the rule of law in the country. The capitalist transformation in Azerbaijan, as well as in other post-Soviet states, has been taking place in the name of 'transition towards the market economy' and 'democratisation', although the question of where this whole process really leads is controversial.
