ABSTRACT

This chapter examines the period from January 2010 to January 2014. The interval opens with the signature of the Ouagadougou agreement for transition from the National Council for Democracy and Development (CNDD) military government to a civilian administration, and closes with the seating of the Legislative Assembly as the last major step in that process. The chapter is divided into four parts. The first briefly explains the country context. The second lays out the specific challenges of the transition, while the third looks at how these evolved and tries to mark out the influence of the UN Peacebuilding Commission (PBC) and Peacebuilding Fund (PBF). In 1958, Guinea was the only French colony to decline membership of the new Communaut franaise and opt instead for immediate independence. The country's first president, Skou Tour, famously rebuffed Charles de Gaulle to his face, declaring 'we prefer poverty in freedom to riches in slavery'.
