ABSTRACT

The creation of the United Nations (UN) Peacebuilding Architecture (PBA) in 2005 at the UN was heralded as a historic event, finally putting peacebuilding surely the ultimate raison d'tre of the UN itself on the same footing as peacekeeping with its famous and iconic blue helmets. As The Economist wrote in 2009, 'No wonder that post-conflict peace-building in places such as Sierra Leone and Guinea-Bissauhas come to be seen as the vital second act to peace-keeping'. The Peacebuilding Commission (PBC) is an intergovernmental body made up of member states. As for the Peacebuilding Support Office (PBSO), it is a Secretariat body in New York headed by an assistant Secretary-General (ASG) with 26 staff in all, only 14 of whom are funded by the regular budget. The PBC is listed on the Security Council website as the only advisory body to the council.
