ABSTRACT

This chapter traces the civilian capacity (CIVCAP) initiative from its inception in 2009 until the end of the United Nations(UN) CIVCAP team in June 2014, assessing the institutional and conceptual impact of the Peacebuilding Architecture (PBA), and offering some recommendations for the 2015 review of the PBA. The Senior Advisory Group's report on CIVCAP was the beginning of a global effort by the UN and its member states to restructure how civilian capacity is mobilized in crisis and post-conflict settings. The CIVCAP reform process started out with a recommendation in the 2009 'Peacebuilding in the Immediate Aftermath of Conflict' report issued by the UN Secretary-General. The UN Development Programme (UNDP) has merged its Bureau for Conflict Prevention and Recovery (BCPR) and the Bureau for Development Policy, removing artificial divides between its policy support for developing and fragile countries; and co-operation among various UN entities in the area of rule of law has progressed in recent years.
