ABSTRACT

This chapter explains the offenders in the substance abuse population as having an identified problem with alcohol, illicit drugs, or prescribed medications. Treating offenders in the community requires the need for services to be in place to assist with the transition process. Most offenders are categorized as a population with special needs because they could benefit from some form of intensive treatment services. Special needs in the criminal justice system refer to offenders in specific categories such as juveniles, young adults, women, elderly, substance abusers, mentally ill, sex offenders, veterans, and immigrants. Offenders and ex-offenders are populations that face many challenges after release back into the community. Social support refers to the emotional, informational, or practical help that is received from others, such as family and friends. The issue of mental health is one of significance and recently has been receiving attention in the media and in literature more frequently.
