ABSTRACT

The foregoing analysis based on the various forecasts of energy and oil demands as well as future oil supply from the non-OPEC areas. It is believed that under normal conditions there should be no cause for concern, as OPEC has a comfortable margin of oil export potential in addition to a wealth of gas reserves to reach that target. In OPEC's view, the delicacy of security of hydrocarbons supply requires of the major consumers the adoption of a responsible and serious stand vis-à-vis OPEC's dual policy, namely, the legitimate protection of the OPEC revenue per exported barrel and the acceptance of the oil price mechanism as the most practical incentive for the development and supply of alternative sources of energy in the medium and long term. OPEC is willing to play its role in the international community by becoming the instrument in breaching the energy gap and also the wide and growing gap between North and South nations.
