ABSTRACT

This chapter focuses on the interactions between the multi-risk approach and territorial resilience: to what extent does the shift from single-risk to multi-risk analysis contribute and support territorial resilience. It explains the review of how natural and technological risks are addressed in the existing legislation allow highlighting the gaps and room for improvement. The chapter provides some perspectives on how this change of paradigm could contribute to the implementation of risk management strategies enhancing resilience. The regulation of natural and technological risks is quite recent in Europe and several countries have not yet adopted consolidated risk regulations. Risk management policies based on multi-risk approaches are rare, although their importance is recognised. A multi-risk approach thus gives the opportunity to involve several stakeholders groups, not only the decision-makers and experts, but also the population, businesses, and associations and to let them express their views on risks. In the territorial perspective, the concepts of multi-risk and resilience are interrelated.
