ABSTRACT
Transformation in terms of quality and quantity of public economy and public expenditure brought the idea of change for the concept of public administration in parallel with a changing economic role for the state. Such a change describes new functions about the state budget. The first one is seeing state budget as a tool for maintaining financial discipline over local economics. The second one is that public sector works as a catalyst for private sector in international area through new tools helping to provide accountability and publicity in budgeting techniques.
