ABSTRACT
The changing definitions of metropolis, metropolitan area and metropolitan government in Turkey from past to present are examined under two main heading. Firstly, the changes in the definitions of metropolis and metropolitan area are set forth, and then the efforts and legislative arrangements to create metropolitan governments are examined chronologically.
