ABSTRACT

The 2000s were a period of important reform movements in Turkish public administration. During this period, significant legal changes and regulations have been seen in both central and local governments, and the process is still ongoing. Considering the regional policy context–especially regarding structural institutional changes in Turkish public administration since 2002–there are two important dynamics regarding the establishment of development agencies in Turkey: first of these dynamics, one of the main actors in the transformation of the state and public administration in Turkey, even if the adhesion process advanced with difficulty and slow speed, is European Union, which could be called an “external dynamic.” In the process of adaptation to this supranational organization, Turkey, like other candidate countries, must bring its “administrative capacity” into conformity with Union norms. Within this context, 22nd title of the acquis communautaire, called “Regional Policy and Coordination of Structural Instruments,” appears to be an area where the administrative reforms are going to be conducted.
