ABSTRACT
Anniversary years invite reflection, and 2015 provides such an occasion. It marks not only
two centuries since the ratification of the Final Acts of the Congress of Vienna, but also 70
years since the ratification of the Charter of the United Nations in San Francisco, and 40
years since the signing of the final acts of the Conference on Security and Cooperation in
Helsinki.
