ABSTRACT
The experience of welfare development in China since the Community Party came into power in 1949 can be summarized as a long-lasting process to establish a social welfare system that fits into the nature of the economy. The development of the welfare system has been driven by the intention to prioritize development in certain sectors during the period concerned. As a result, it is not a straightforward path toward universalization.
