ABSTRACT

This chapter introduces a methodology for assessing the construction management (CM) capability of clients. It explores the variations of the clients' CM capability based on comprehensive construction business functions. The chapter also introduces a theoretical framework to provide a typology of clients and identify fourteen business functions derived from the project management body of knowledge (PMBOK) by the Project Management Institute. It develops the evaluation methodology to analyse the capability gap between required and current capabilities along with the preferences for conducting the business function in-house or out-sourced. The chapter applies the evaluation methodology in an exploratory study of Korean public construction clients. It emphasizes the value for construction clients of applying a more systematic approach to the assessment of their own construction management capabilities and point at the importance for setting up appropriate collaboration with the construction service providers in the architectural engineering and construction (AEC) industry.
