ABSTRACT

This chapter discusses two particular intermediate sanctions-halfway houses and electronically monitored house arrest. The term halfway house (HWH) refers to a community-based residential correctional facility operating with the purpose of providing transitional housing towards a variety of community corrections goals. The use of HWHs contributes to several community corrections goals. Both halfway-in and halfway-out utilizations act as an alternative to incarceration, enabling the criminal justice system to reduce costs and allowing offenders to avoid negative consequences associated with prolonged exposure to incarceration. The flexibility and popularity of house arrest is an extension of how it can be applied as an intermediate sanction at various points of criminal justice system processing. The technology enables the enforcement of house arrest because the radio frequency (RF) device is capable of telling supervision agents when the offender is within a particular distance from the transmitter.
