ABSTRACT

The city of Rosario is not an international frontrunner or recognized leader in the field of climate change. It has no explicit climate change strategy or programme, nor any office coordinating initiatives that contribute to mitigation or adaptation. Climate change is quite new on the agenda and still limited to certain programmes and actions. Rosario has a strong coherent governance system, however, and a commitment to decentralization, transparency, accountability and participation. Its long tradition of urban planning has evolved to include a broad vision of urban challenges and responses, a commitment to environmental sustainability and a strategic plan that involves multiple stakeholders and encompasses the whole metropolitan area (Hardoy and Ruete 2013). Gradually, within this conducive context, initiatives that address mitigation and adaptation are growing in number and scope, and the city is working to find the best way to develop an integrated response to climate change and disaster.
