ABSTRACT

This chapter considers what we can learn from the nine cities whose experience with climate change adaptation and mitigation are described in previous chapters. These chapters look at how the scientific assessment of climate change and its implications can be translated into local action. They look in particular at four local agendas – human development, disaster risk reduction, climate change adaptation and climate change mitigation – and at how coherence can be achieved across them. The first two are usually accepted as local government responsibilities, although these responsibilities are often not fully met. National or provincial/state agencies may have key roles in disaster response but most of the actions needed for disaster risk reduction fall within local government responsibilities.
