ABSTRACT

Since gaining independence after the collapse of the Soviet Union, the Central Asian country of Kazakhstan has aggressively pursued a policy course that would enable it to move from a command to a market economy. One of the lynchpins in this process has been the modernization of its education system in order to produce people who would be able to facilitate this transition. This need for a highly skilled labor market was a driving impetus for Kazakhstan to become a signatory in March 2011 to the Bologna Process, an agreement signed by 46 other countries to create the European Higher Education Area. 1
