ABSTRACT

This chapter examines how institutional entrepreneurs could access and drive business entrepreneurs to act as 'culturepreneurs' who can change their activities to exploit the regional network beyond the institutional barriers. It examines a new kind of template as a new organizational field in which cluster managers and entrepreneurs may interact with other actors. The cluster managers play a critical role in the initial phase of cluster emergence, under the differential pressures of political and economic rationalities. Mebic launched the Creative Cluster Developing Project to promote relationships among designers so they could understand and stimulate each other and work together. Among the various promotional activities of Mebic, the Konokuri Exhibition Event (KEE) was created with the explicit purpose of getting designers involved. While KEE 2007 helped designers to build mutual collaborative relationships through joint planning and production, some of those designers continued collaborative activities with members of their own groups even after the end of the exhibition event.
