ABSTRACT

In October 2013, the Beijing Municipal Education Commission (BMEC) drafted a statement calling for the removal of English as one of the core subjects to be tested on the gāokǎo (high test), the National College Entrance Examination (NCEE). The statement, identified as the “Beijing Draft” was published in the document Reform Framework for College Entrance Examinations and Recruitment 2014–2016. The Draft brought about extensive discussions in the media, with members of the public expressing both support for and arguments against what the Draft was asserting.
