ABSTRACT

To build on the outcome indicator evaluations, a conceptual framework for system indicator evaluations was designed for Sea for Society to measure the knowledge flows, network interactions and relational processes underpinning the movement towards a Blue Society. A Blue Society is a marine vision in which citizens are ocean literate and have an understanding of the ocean's influence on them and their influence on the ocean. Three system indicators – relationships, knowledge, and networking – have been adapted for Sea for Society to reflect on what is being co-ordinated, how that coordination is occurring, and the mechanisms that forge interrelationships and interconnections between Sea for Society partners and associated partners. The online survey contained pre-validated scale items for demographics, relational processes, knowledge processes and networking processes, and the survey took approximately 15–25 minutes to complete. Building capacity for more effective and meaningful interventions through relationship, knowledge and networking is fundamental in achieving a wider social impact.
