ABSTRACT
I can imagine a number of issues that are raised by what I understand to be the subject, namely the consequences of a massive increase in energy prices and the policy that deals with those consequences. There are macroeconomic issues: how to keep such a development from causing recession, inflation, balance of payment problems, and so on. There are efficiency and productivity issues. There are issues of national security. But I’m not going to say much about those issues except that they are very easy.
